Below is a great article about the new transfer rule. It appears that this is done deal brought about by frustration at NCAA vetting transfer requests. It's a long article but very informative and interesting.

If this passes we become a farm club to P5. I thought there may be another way to look at it. But no: The good players will move up and the crap will move down. Period! Additionally, there will be huge unintended consequences to this that can't be predicted.
