QB Ricky Town transferring out of USC

It appears as though he doesn't want to compete. Since we don't have any quarterback talent, I think he wouldn't have to compete here.
Per CBS,
"Arkansas, like Florida, also has a pro-style offense that fits Town's skill set and is not included on the list of schools USC has blocked: any Pac-12 school, Alabama, Arkansas State, Idaho, UNLV, Notre Dame, Utah State, Western Michigan, Texas and BYU."

It's pretty standard for programs to restrict players (particularly those who were expected to study the entire offensive playbook and who have practiced against most of the defensive sets) from going to schools that they are scheduled to play. That includes all teams in the conference and upcoming non-conf opponents (UNLV and USC are scheduled to play in 2019 - which would be Town's senior season).
USC knows UNLV is going to kick their ass in 2019!
