It was a little stupid, but it wasn't enough to take away what she worked for in track! The minute the official touched her to pull her away, that was an assault!

You are correct, it is actually assault and battery. The minute the race official grabbed her, that becomes assault and battery. While the courts may not do anything, a good lawsuit can take care of that issue. The guy had no business touching her at all.
