According to this article regarding Steelers pre-draft visitors teams are allowed 30 visits from outside of their "area" but unlimited from local schools (that don't count against the 30). Since UNLV is the only local team here the Raiders could meet with every upperclassman they wanted to without jeopardizing their 30 limit.
